Background and Objectives

The vision of the RFU is to achieve a successful and thriving second tier of elite rugby across England in the form of a professional league to inspire and engage current and future generations of rugby fans, whilst bringing commercial sustainability and growth to clubs.

These Minimum Operating Standards form part of a structure which allows the RFU to deliver this vision.

These Minimum Operating Standards will be used to help determine which Clubs participate in the inaugural Season of the Tier 2 League, albeit not all of the standards need to be in place in time for the start of the 2025-26 season, as further particularised below:

2.1.1 Essential Minimum Standard: Clubs wishing to participate in the Tier 2 League must meet each of the Essential Minimum Operating Standards by no later than the start of the 2025-26 season.

2.1.2 Phased Essential Minimum Standard: Clubs wishing to continue to participate in the Tier 2 League must meet each of the Phased Essential Minimum Operating Standards by no later than the date specified by which the Phased Essential Minimum Standard in question becomes Essential (as specified within the criteria). Failure to do so may result in the Club being ineligible to compete in the Tier 2 League from the Season in respect of which the Phased Essential Minimum Standard has become Essential.

2.1.3 Aspirational Minimum Standard: In keeping with the RFU’s intention to grow and develop the game, raise standards and provide a clear, transparent and more gradual set of minimum standards for Clubs, these aspirational MOS are intended to align with the applicable Premiership standards (as may be updated from time to time) which Clubs should aspire to achieve. While failure to achieve these Aspirational standards will not result in the Club being deemed ineligible for the Tier 2 League, Clubs should view achieving the Aspirational MOS as working towards best practice at this level
